MEMORANDUM OF UNDERSTANDING (MOU)

 

ACADEMIC COLLABORATIONSMOU PROCESS PARTNERSHIPS

MoU TEMPLATE (ENG/TR FORM)

1) Application Process

Responsible Unit/Person: Office of International Academic Relations / Relevant Unit of DEU
Procedures: The recognition status of the applicant institution is checked via the Council of Higher Education (YÖK).
Output/Notes: If the institution is not recognized by YÖK, the process is terminated. If it is recognized, the institution’s international ranking is evaluated.

2) Academic Evaluation

Responsible Unit/Person: Department / Faculty Board
Procedures: Review of the draft Memorandum of Understanding (MoU).
Output/Notes: If the evaluation is negative, the process is terminated. If the collaboration is deemed appropriate, the “Academic Cooperation Information Form” is completed and submitted to the relevant faculty or graduate school.

3) Unit Board Decision

Responsible Unit/Person: Relevant Faculty / Graduate School
Procedures: Evaluation of the draft Memorandum of Understanding (MoU).
Output/Notes: If the result is negative, the process is terminated. If approved by the unit board, the cooperation forms are collected and submitted to the Office of International Academic Relations.

4) Legal Approval

Responsible Unit/Person: Office of International Academic Relations / Relevant Unit of DEU
Procedures: If the draft agreement of the partner institution is to be used, the opinion of the Legal Consultancy Office is obtained.
Output/Notes: Necessary revisions are made in accordance with the Legal Consultancy’s feedback, and the partner institution is informed. If DEU’s MoU draft is to be used, it is shared with the partner institution to be completed by the relevant units.

5) Senate Approval

Responsible Unit/Person: Office of International Academic Relations
Procedures: The board decision, YÖK recognition document, and ranking documents are submitted to the General Secretariat for presentation to the University Senate.
Output/Notes: The MoU text approved by the Senate is submitted to the Rector’s Office to be signed in two copies in each language.

6) Post-Approval Procedures

Responsible Unit/Person: Office of International Academic Relations
Procedures: The signed protocol is delivered to the partner institution, finalizing the process.
Output/Notes: The bilateral cooperation officially begins once the protocol is signed by both institutions.
