Erasmus+ KA131 Project – Program Overview

Erasmus+ KA131 is a sub-action implemented under the Erasmus+ Programme of the European Union for the 2021–2027 period. It supports the mobility of higher education students and staff among programme countries. The KA131 project aims to facilitate student mobility for studies and traineeships, as well as academic and administrative staff mobility, through grants awarded to higher education institutions.

The programme includes the following countries:

  • 27 EU Member Countries

  • EFTA countries: Norway, Iceland, Liechtenstein

  • EU candidate countries: North Macedonia, Serbia, and Turkey

KA131 projects are established annually through calls launched by the European Commission and, in Turkey, by the Turkish National Agency. Higher education institutions apply at the institutional level, and eligible institutions are allocated a specific budget. Mobilities are carried out within the scope of this allocated budget.

KA131 also promotes key priorities such as digitalisation, inclusion, environmental sustainability, and active citizenship. In line with these priorities, universities commit to enhancing the quality and inclusiveness of mobility activities.


APPLICATION

Who Can Apply as an Erasmus+ Student?

Students who meet the following criteria are eligible to apply to become an Erasmus+ student at Dokuz Eylül University:

a) There must be a valid Erasmus+ inter-institutional agreement between the student’s home university and the relevant academic unit at Dokuz Eylül University.
b) Students must have completed at least one academic year at their home institution.
c) They must meet the language proficiency requirements set by the host institutions.
d) They must be officially nominated by their home university (see application procedure).
e) The application must be completed by the designated deadline.


Application Procedure

Nomination of Selected Students:
All students must be nominated by the Erasmus+ Office at their home institution. Nomination forms (Click here to download) must be filled out and sent to erasmus.incoming@deu.edu.tr by:

  • July 15 for the Fall Semester
  • December 01 for the Spring Semester

Registration:
Nominated students will receive a registration link and deadline from the International Academic Relations Office. Required documents for registration:

  • Transcript of Records in English
  • Signed Online Learning Agreement (OLA)
  • One passport-size photo
  • Passport (must be valid until the end of the stay in Türkiye)
  • Language proficiency certificate (minimum B1 level, unless otherwise specified in the bilateral agreement)

Important Note: Course selection for the OLA must be made using the Online Course Catalogue and in consultation with the assigned Academic Coordinator (whose details will be provided in the registration email).

Letter of Acceptance/Invitation:
Students who complete their registration and submit all required documents by the deadline (August 15 for Fall, January 01 for Spring) will receive an official Letter of Acceptance/Invitation from the International Academic Relations Office. This document can be used for visa applications.


ACADEMIC INFORMATION

Academic resources and documents that may be needed during nomination, registration, and mobility include:

Turkish Language Course:
A free Turkish language course is offered every Friday (half-day) during the semester to all Erasmus+ incoming students. Students who score at least 70 out of 100 receive 3 ECTS credits and a certificate upon successful completion.

Orientation Meeting:
An orientation week is organized one week before the semester starts. Although participation is not mandatory, it is highly recommended.


VISA AND RESIDENCE PERMIT

Visa:
Erasmus+ students must check the current visa requirements before arriving in Türkiye via this official link:

Health Insurance:

  • If students wish to use insurance from their home country, the insurance provider must have a contracted office or representative in Türkiye.
  • Türkiye has bilateral Social Security Agreements with certain countries (e.g., Germany, Czech Republic). In such cases, students can obtain a “Health Insurance Entitlement Certificate” from their local social security office and get it approved at the Turkish Social Security Institution (SGK) after arrival.

  • Students can also purchase health insurance from local Turkish insurance agencies after arrival. ESN mentor students will assist with this process.
    Note: A valid health insurance policy is mandatory for the residence permit application.

Residence Permit:
All Erasmus+ students staying in Türkiye for more than 90 days must apply for a Short-Term Residence Permit within one month of entry via:

Exemptions: Students with Turkish citizenship (including dual nationals) or a German Blue Card are not required to apply for a residence permit.

Note: The residence permit application process is conducted under the supervision of the International Academic Relations Office and with support from the ESN Student Community during orientation week.


PRACTICAL INFORMATION

Accommodation

Student ID Card
Student ID cards will be provided during orientation by the International Academic Relations Office.
These cards are required for access to university buildings, canteens, sports facilities, and libraries.
They must also be presented to benefit from student discounts on public transport, cinemas/theatres, and social events.


Erasmus Student Network (ESN)

Each incoming student is assigned a mentor from the ESN Community.
Mentors contact their students before arrival and assist them throughout their stay.
